| In 2004, the GDP in China is 1823.2 billion RMB and sum of foreign trade is 14221.2 billion US dollar. In fact, the economic miracle is mainly created by migrant workers from the export processing industry. According to the data of State Statistics Bureau in 2004, there are 120 million migrant workers in China. Most of them come from needy rural areas in middle and west of China. 82% of migrant workers who are under 30 years old and only accept junior education work in Guangdong, Zhejiang , Shanghai, Beijing, Jiangsu, Fujian and Tianjin etc. Among of these developed areas, the migrant workers in Guangdong account for 47% distributing manufacturing (30%), construction industry (23%), service industry (10%), accommodation Industry (7%), wholesale and retail industry (5%). Migrant workers is the mainstream of Chinese industries, separately account for 68% in processing manufacturing industry, 80% in construction industry, above 52% in the service industry sector (including wholesale, retail and accommodation industries).
Although migrant workers have so great contribution, they can‘t share the harvest of economy development. According to the data of State Statistics Bureau in 2004, in China, average wage of migrant workers is 61USD/m, whereas average salary of employees from city and town is 150 USD/m. Despite they working and living in cities, their children can not go to schools in the cities, their family members can not live together, they can not enjoy social security, medical service and vocational training, and they lack of social support, which lead their basic rights to be violated, even deprive their opportunities of existence and development, thus, the harmonious development of Chinese society and economy is seriously affected.
ICO promotes labor development from various tiers and focuses on the migrant workers in the Pearl River Delta and coastal factories in China. In the last four years, ICO has carried out training programs aimed at workers and management in 15 factories, set internal complaint mechanisms in more than 500 factories, conducted CSR audits in 150 factories,
provided legal aid to over 10000 migrant workers, offered free or low-charge education and vocational skills training to 1500 workers. The people who have benefited from ICO directly and indirectly exceeded 200,000
