This research project was implemented by the Fifth Census Office of Shenzhen, the Chinese Society Science Academe and ICO. Through the fifth Census of Shenzhen, it studied the inherent relationship between population congregation and economic development of Shenzhen, and brought forward policy recommendations that Shenzhen should set up labor management and city development strategy according to the population situation. This project was funded by the Fifth Census Office of Shenzhen in public bidding.

Executive Summary

The fifth census, from November 1 to 15, 2000, was an important national situation investigation, which involved population, economy and social development. The census showed the registered population in Shenzhen approached 7.01 million. It revealed that the trend of large population flowing and transformation toward the new city, such as Shenzhen, was unstopped, and the wave of industrialization and urbanization is rebuilding the economic and social structure of Shenzhen, even the whole China.
The project proposed four policy recommendations:
•  to improve labor structure by rational population mobility system
•  to share social resource with migrant population
•  to build up social service system to promote the development of civil society
•  to set up city development strategy according to the population situation
The report was released on 114 issue of Population Analysis of Guangdong.
